Deceived by additional fees: "It's free to use ..." is not actually "free"

I am terribly disappointed when I recently sent money to a friend using PayPal. When asked "What's this payment for?" the option "Sending to a friend" states that "It's free to use your PayPal balance to send payments". I find this very misleading as it gives the impression that there would be no additional costs involved in sending the payment, especially since I was sending money to a friend; not something business-related or for any services rendered and the ony other option is "Paying for an item or service". By selecting the option "Sending to a friend" I would, therefore, not expect to be charged additional fees for sending money using the option that states "It's free to use". On top of that, I live in a country in which the USD to ZAR exchange rates is fairly high, which means I'm paying more than merely the amount charged by PayPal.

I am terribly disappointed by this. Frankly, this made me less inclined to use PayPal in future, unless I truly have no other option. I also feel obligated to inform my family and friends about this so that they don't get deceived by this as well.
