Customer care for Paypal nonexistent

I have never seen a company that is so hard to get a hold of such as Paypal. I had my account compromised. This person changed my email address to some ***. I do not know this email address. Any changes to your PayPal account should go through a security check. This person also linked a card that does not belong to me to my account. I tried to log in, and I can't. There is an international number that I cannot call. If any ******* dealings happen, then I will be linked to this account. I cannot even delete it and create a new one. Plus my own security has now been compromised. Paypal needs to do better, and have a better security system in place, they should also have a contact centre.
