Cheap garment and no recompensation

Good day - I ordered evening dress and paid via paypal -$51. Got a terrible cheap stuff - not even the ordered one. I filed complaint via Paypal and they made me an repayment offer of $20. Which i did not accept as it was not even half the amount I paid. Then paypal came back and said I should return the garment. Which I could not do as everything was closed due to corona. Then paypal informed me that my case was closed because I did not comply. So .... I paid $51 got a cheap calico dress with what I cant do ANYTHING!!!! Will appreciate it if you could take it up with Paypal.
