Bad service

I have been trying to change my forgotten password of my account but unfortunately cannot receive further instruction as my cell phone number is a UK number since I moved country. I have been attempting to contact PAyPal regarding this issue for weeks and I have been promised a call back since 4 days ago as I need to cancel my account. I have still not received a call back. I have emailed numerous times enquiring and following up about this call. This is very frustrating and the service and been terrible.
