180 Day Refund Policy needs to change to suit covid 19 restrictions

Good Day Hi I am very disappointed with paypal refund policy. I have not received my product, since my payment in january 2020. The supplier, Willem Tensen is not even answering my emails. Covid 19 has impacted negatively on our livelihoods, restricting international shipments, but paypal is sticking to their 180 day refund rule policy, surely assistance can be offered for covid restrictions.
