unsubscribe or not

I get a notification from paymyfines.co.za but whether I unsubscribe or not, I keep on getting notifications. This is a direct violation of the email sending act that if a user unsubscribes they cant send emails to tant person again without that person opting in to receive again. This is becoming ridiculous.
