SMS spam

I received an SMS stating that a warrant of arrest has been issued for an outstanding fine that i didn't appear in court for. I was not stopped and issued any fine. I drive a company vehicle so any camera fines would go to the company under the company name not my ID. I fail to see how I received any fine. Nobody served me with any papers and nobody informed me of any court date. When your call centre is phoned you are on hold for excess of 30 minutes and you stay the same number in the cue for ever. The recorded voice says you must have the reference number available but there is no reference number in you generic SMS. I do not want to register on your site. I see this SMS as a threat to get people to register to your site. This sounds like a private entity. Since when does a private entity have the authority to issue warrants of arrest. How does any court issue a warrant of arrest without any paperwork proving that I was informed of the court date?
