"PayMyFines" is an unsafe site, according to my antivirus!

I have been informed by Road Safety law enforcement that I have outstanding traffic fines. They provide links to either Paymyfines.co.za, or you click on your infringement number. However, when I did that, this is what I get from my anti-virus, more or less:

"Whoah! Do you want to go there? Site is risky."

So, would any sane person risk his credit card on an unsafe site? I do not even know what my infringements were, and I am too scared to go to the site.
