Pay my fines i need my money back!

I paid over R5000 to this pay my fines place and no one in their office can respond to my mails or calls. They just send me a sms telling me i have more outstanding fine. If no one can respond from this organization i want my money back immediately! Furthermore they must stop with this sms communication. I need an answer from them and my money they took from me!
