Refunding sadness

How difficult can it be to get a refund.. I've been waiting 3 weeks for my refund and then when I contact them all they send me is a lousy response telling g me they refunded me whilst they didn't. Even worse I asked for proof of transaction they can't even show me that ..I'm totally dissatisfied
