Payflex No Refund Support from problematic companies

I have been using payflex for over 6 years and i have never had a problem with them till i started to order from a company infamous with keeping refunds from customers guys i urge you to protect your customers from companies such as "OnlineCarparts" im paying for an order i cancelled back in february even though i tried multiple times to get my refund to you as payflex is it just business even when clients are struggling?
