Deposit not returned after non commencement of work

I would not recommend using PaveRite. I paid them a deposit of R 17 700 on the 17/04/2023 . This being for the bricks required for the paving job. Thereafter week after week I was told that the bricks that I ordered were not available. Eventually when nothing materialized, I gave the owner an ultimatum of the 12/04/2023. He agreed to this and said he would return my deposit on the 15/04/2023. To date I have not received a cent from him. He has ****** me of my deposit of R17 700
