Charged without any service provided

Paid over the fee to expedite my passport renewal but realised a few hours later that my passport was already complete. Emailed to cancel for a refund but only got a partial refund. The money had not even cleared so work should not have started, but Michele took off R580 anyway. Taking money without doing a thing...
