party planner who didn't deliver what she promised

I have been dealing with the above lady from early last year because I was planning a huge party for my son in December. I found her online at [URL Removed] i selected her platinum package which included a popcorn machine party Packs with toys the package was really perfect for my spiderman son. So I told her I would pay her when the party was close she was preggies but promised me she would be able to deliver. The party was supposed to start at 1 as per invite but she didn't come instead sent someone in her place who was only breifed to bring the basic the party started way after 2 I didn't have a popcorn machine, the party packs weren't themed and didn't have a surprise toy they were just plain, there we also no cupcakes I then called her and requested a refund as there was noone to take pictures and the package included a photo book I paid the full 3900 she only gave 450 refund and advised that I'm supposed to take pictures and send to her to make the photo book I just went to collect the photo book now and its less than 30 pages and the pictures used are blury i am so so disgusted in her service and she doesnt even care about her clients I hope no-one ever uses you..
