No valid reason given as to why my application was declined and which criteria used

I got a call from Parkdene secretary who told me that my application for Grade R was unsuccessful. I then went to the school to query why my application was declined and the secretary said she didnt know. I then asked for a criteria that was used and she told me that Grade R is a private business ran seperately from the School and only the Chairman of the school governing body has answers and he was choosing which child to take, the same Chairman who's wife works as an admin in the school. My sons application was on list A not in list B, since i work in Boksburg and stay around Boksburg. I need to know the criteria and why they took so long to respond. All schools are closed now for grade R applications. What game are they Playing here?
