Abusing work tools

So Today i came across of someone that is using company tools to bully and use information that they have of you to manipulate for personal reason.

Now as per the new Popi act i believe that is all wrong

Don't use your companies resources to get back at someone for something personal.

This Is thou finance people Payroll administrator, and look at the the position in the company they are working in they now what is right and what is wrong
