Unreliable contractor

The owner of P Renovations, Mr Altaaf Parker, can be classified as an unreliable contractor. He has definitely made a name for himself in my neighbourhood as he has now become known as the man who does not know how to install a carport nor how to install a gutter. I have become the house everyone points fingers at and laughs as the walk pass because of the sloppy job Mr Parker did as the entire frame of the carport lies at an angle and gives the appearance that the roof is sagging on one side. The roof sheets are so close to the gutter , that when the water runs down the roof, it does not flow into the gutter but down onto the ground in the driveway where my car is parked. He promised to come back and fix the job, but when I tried calling him, there is no answer.
