Paid for materials but fail to deliver or refund m

I went to buy building materials at P & L in Mankweng on the 12 January 2016, the branch did not have all materials I wanted and they(the manager and sales person) suggested that I lay bye them so I can secure the stock. I explained to them that I needed that materials urgently at least by the latest Friday. They assured me that it will be delivered before or by Friday. I then paid 15 000 on that lay bye. On fridat6 I waited, no materials were delivered and no one called me. I went to store on Saturday and spoke to Takalani who told me that yhey still dont have all materials, I then told him to give me what they have and refund me the balance. They couldn't assist me and I was told that they dont refund from a lay bye and cannot give me the materials as well.<br> This is not fair and the people who are building they are waiting for this matrials.<br> All I want is my money then I will go and spend it were they need it
