Bad service delivery

Bad customer service I would want to complain about P& L Hardware in Temba regarding the closing hours. On 2021-06-27 Sunday at approximately 13:46 I arrived at the store to make a purchase and only to find out the doors were closed. I asked the ladies to open for me and they told me the shop closes 15 minutes before. I am not happy about this because i have spent petrol taking into account that the store was closing at 14:00. I would therefore want clarity from P& L hardware management if its legal for businesses to close before their posted closing time? Are they any regulations regarding this sort of thing? The posted closing hours for the store on the door is 14:00 and there was only 1 customer on the till point.The guys working for L& P were already going out with their bags. I then decided to take pictures and it was around 13:52 when i left.
