Oyi medical card

I paid money into the oyi medical card..when I went to the doctor the card kept declining...I.phoned they said it's a technical Era...they said I must pay cash and they will refund me...it's been over a month now when I.phone them they keep saying they do not know when they will pay me back the money that was in my card....these people are ******.
