Configuration changed and equipment not returned

My well point was defective, Owen from Malawi (his bakkie is marked Owen wellpoint) was recommended by his friend for repairs, I’ve contacted him and he gave me a price which I’ve accepted, about 10 mins into the job he said the cost is going to be double. I asked him to stop working and I will pay him for the 10mins he opted to continue at the initially agreed price. The well point was repaired and the tap installed so that well point water can be accessed from the tap independently from the sprinkler system. Later Owen changed the configuration of the well point without my knowledge and closed the tap access and took away the tap. When I noticed, I called him and asked that the installation must be as initially agreed. He promised to come but he never showed up it’s been 4 months that I have begging him to bring back my tap and reconfigure my well point and initially agreed.
