Where's my R400?

I heard an advert on East Coast Radio that Outsurance will pay you R400 if they can't give you a better quote. The agreement was if they give me a better price I change over to them but if they don't then I receive R400. So we went through process and at the end the price quoted was R1600+ which is double what I'm currently paying. The agent then says, \\so I guess I owe you R400\. I ask should I send through my policy schedule as proof of my cheaper price.
