Victims have no rights

Yesterday I reported an minor car accident at the police station.where an old man bumped in to my car at the robot. There is not much damage. I manage to get his number plate at the next robot. As a women I also did not want to start a fight next to the road. I did report it to the police and they told me to send it to my insurance. My excess is R4600 but the damage is less than that. The police told me they can’t help me and I must phone the traffic department and they said they can’t help me. I phoned my lawyer and they said I have to have the details of the owner for them to act. So what is my rights now. Nobody want to help me and I’m sitting with a damage car. So Police cant help me. My insurance can help me find the 3rd party . My lawyer can help me as I need the details. The police can give me the information. So I have to just accept that when someone bumps in to you its your problem.
