Valid Building Claim rejected from Outsurance Business Insurance

Our Contractor has an All Risk Building Insurance with Outsurance which he covered our house under. The foundation was found to not be up to the required standard by the Engineers and I submitted the claim as I was listed under the building site on the policy, the claim was processed but I was later advised that the insurance will only communicate with the Contractor as their client. The Contractor contacted the insurance, last week on following up I was then advised that an Assessor would be sent to the site for inspection, the Contractor was however told that the insurance will not cover the foundation defect. When the Contractor contacted the Insurance they advised that the foundation defects are not covered by the policy even though there are no exclusions stated on the policy.

I then today the 26/02/2019 decided to call the Insurance and inquire from their sales department what exactly is covered on a Building Policy, the consultant who's name and time of call has been noted down advised that building defects will be covered on a building policy and even gave an example which goes against the feedback my Contractor is given regarding our claim and shows lack of consistency. Further he was not given reason why the policy will not cover this claim.
