Understanding Outsurance promotion

I am not really writing a review, I am really trying to understand how the promotion Outsurance has on when they can't beat your quote for car insurance.

I did a quote with them in mid-December. Outsurance wasn't able to beat my current premium and there wasn't any talk about being compensated about it.

I also emailed and didn't get a direct response to my question
