unable to beat my current insurance

I spoke to Israel and he gave me a ridiculous quote for my car and wouldn't budge. So he said he will pay me the R400 that is owed to me as advertised. I'm yet to receive his link to add in my details so I can get paid. I was called by him on the 30/04/2015 @ 5.20pm. I had called him just before 1pm. He stated he is the only agent called 'Israel ' this is horrible that u pride yourselves on the lowest rates and the payment of R400...but this is how u give us the run around.
