Too good to be true- R400 cash back

I requested a quote for insurance on Tuesday 27/01/15 and a lady by the name of Linda called me back. She quoted me R400 more than what I currently pay my current insurance. She then said she will call me back the next day to finalize the cover of which I had told her already that it is too much. She never did, till today I am waiting. I am suspecting that they did not call me back because they know they have to pay me back R400. Why advertise if you will not fulfill the promises?
