The Prosecutor, Judge and Executioner of Outsurance

My wife received a call from a person with the name of Lionel, it is to believe that he works for Outsurance. This guy told her that he investigated a claim from another person. The other guy and my wife collided last week with each other at a intersection. This guy found her guilty on negligence driving. He told her that she broke the law, because she did not cross the road safely. As I understand this, is this Lionel guy, is a prosecutor, a Judge and Executioner. I would like to hear from Outsurance if this is the case, and I would like to have a word with them regarding their Prosecutors, Judges and Executioners.
