Shocking service

My son car written off one year ago Out-Surance requested ownership transfer doc's. All handed in to be told the transfer will happen within a few days. One year later the car is still on my name. Licence department will not accept any further renew licence to take place until solved with transfer of ownership of car that has been written off. Still not solved.
