Refuse to settle my Third Party Claim

The insured's son, 13 years of age, collided with his bicycle into my vehicle, as I was on my way to fetch my daughter. He came from the street on the right, too fast, couldn't make his turn, cross the street and collided into my vehicle.<br> I emailed Outsurance with a quotation of R24k for the damage to my vehicle<br> Outsurance refused to entertain my claim, as the child is underage. I cannot keep a minor responsible for the damage he did to my vehicle. I told the lady that I don't keep the child liable, I hold the policyholder liable. Their policy stated the 'The Insured and the members of the household will be covered for accidental lost or damage to the property of a person other than the members of the household..' <br> It does not stated anywhere in their policy that minors are excluded. Even the Short-term Insurance Act includes minors as part of the household.They couldn't, until today, gave me references to support their reason for repudiating my claim. I told them that the law stated: 'Parents are responsible for all malicious of willful property damage done by their children. Parent's liability only applies to your minor or underage children.' <br> They still refuse to settle my claim
