R400 promotion

Outsurance adverts claim to pay you R400 if they cant beat your current insurance premuim. Well in about 6 years on 2 separate occasions, they have been unable to offer me a better deal, yet no amount was paid to me. In the 1st instance after the initial call and quotation, when I called in to find out the progress of the payment, I was given a lame reason, that I did not qualify in the first place. Now more recently, after I following the link provided to me.A different agent sent me a detailed email asking me of comprehensive details I cannot produce.(Bontle Nkosi) All this to me amounts to false promise, and obvious tactics to avoid paying the R400 to me.
