R400 promotion

I was contacted by an Outsurance sales person. My information was taken and a quote generated. The quote ended up to be about double I am paying at my current insurer. I was not offered the Outsurance R400 quote promotion fee. The person I spoke to said I do not qualify for it. This is the 2nd this is happening to me.
