R400 back if you cannot beat your current insurer

i called outsurance for a quote on the 12/02/2015 and they could not beat my current quote. the agent advised that i request a quote in October 2014 and that is the reason why a don't qualify for the R400 back but they did not pay me the R400 in october 2014. This is a very bad advertising as it would have been a different case if they paid me the R400. they should not be advertising is they do not keep to the promise.
