Promise not fulfilled

I did a quote with outsurance after hearing Wacked on Highveld advertising this promotion. and it was higher that what i am currently paying. I was supposed to receive an email to claim the 400 and i am still waiting for the email since i did the quote on 29 January. is this a **** or is outsurance really giving the 400.
