Policy Disputes

I opened a car policy insurance with Outsurance (facility number: OT***7) on 02nd September 2015. What I agreed on during the telephone conversation is not the same as the document I received. My basic access was supposed to be R1070.00 on the document its R3820.00. The document also states that where the driver of the vehicle was under the age of 25 and not the regular driver R 3820.00 its payable, and my access for window glass damages its R1070.00, how can I pay an access for R1070.00 for window damage. No one is willing to give me the recorded phone call. The person that I spoke to today 08 Sep 2015 it's not even interested to help, she said even if the person who was helping me is in the wrong the access will only be R1500.00. How is that possible?
