Outsurance unauthorized confirmation

Can a competent person please assist me. I asked one of your agents for a quote and told him during the call that I will compare it with my existing insurance before changing over. Long story short, I did not confirm but they debited my account(I gave details in case I changed over) as a new customer without my confirmation or any assessment of my car. I disputed the matter only to be told my claim is invalid even when I'm insisting they send me the transcript where I "agreed" to the quote. It has been a month now and still no transcript of the call. I will be handing the matter to the ombudsman if the matter is not resolved within this week.
