Outsurance rejects claim

I have insured my e-bike with outsurance. When I took my bicycle in to test if the output voltage is good enough and in order. The electrician shorted my bike. Blowing the electrical system. He doesn't have the money and said I brought the bike to him it's now my problem.

This was accidental on the electrician side not knowing he was going to blow my system.

According to my policy it covers accidental damages.

Outsurance rejected my claim based on manufacturing fault. Which clearly wasn't the case.

I disputed the outcome in which outsurance said I should seek compensation from the electrician.

My point. If I have car insurance and someone drives into me causing damages. How can my insurance company ask me to seek damages from the driver of the vehicle who cause the damages if he doesn't have insurance. Isn't this why I have insurance?
