Outsurance refuting liability claim

A client of theirs had the misfortune of damaging my car door. Knowing he had comprehensive cover, he claimed from them to repair my door, which was dented. After doing everything required of me, I get a response to say they will not fix my car. Now I had to go to my insurance for them to fix it and pay excess, when it was not my fault. Why do we have comprehensive cover if this is what they will do to 3rd party claimants?
