Outsurance R400 promise a hoax?

It seems Outsurance's promise that they will pay R400 if they can't match your insurance is nothing but an empty promise, I contacted them for a quote for car and household insurance and they couldn't match my current insurance, when I told the person on the phone about the R400 deal he said that they will send me an email with further instructions. I waited for over a week and there was nothing, then called and I got the same story.. it's been three times now I keep hearing the same promise when I ask about the R400 they keep promising, it just seems the plan is to frustrate you away to avoid delivery on their promise, and this is not the first time this happens, a few years ago the amount was R200 and they still never delivered on their promise then.
