Outsurance license non payment & transfer to buyer

I bought a car from Outsurance auction thru SMD as an insurance salvage. The car had been sitting on the insurance without payment of licenses for a while. Outsurance has transfered their unpaid license fees to me the buyer on Natis System. That is grossly unfair as I cannot get my license disk because of the license fees they never paid whilst the car was in their name. Can they sort out their license fees and not transfer it to me the buyer.
