Outsurance did credit check without my consent

On the 12 January 2021 i called Outsurance to get a quote for vehicle for my wife. The agent asked me who would be driving the vehicle and i told him it's my wife and i told him to call her for her details he wanted my ID number and i told him that why should i give him my ID number and he said just to put on the quote, i did not give him any consent to draw an itc credit report. I noticed recently that there was an enquiry loaded by Outsurance on my credit report by Bradley Satram. This enquiry has lowered my credit score. This person from Outsurance had no consent or permission to obtain my credit report.
