Outsurance being dishonest

I contacted Outsurance for a quate. Originally they gave me a lesser quote, about R30. My current insurance company then decreased my premium with R180 per month. When I asked Outsurance about my R400 or R800 as mentioned in the adverti*****et I was told that I do not qualify as the first quote was less than the original one even though I did not take the first qoute The consultant that assisted me was not helpful at all. The R400 payout is a dishonest promise which Outsurance will not pay out. Very dissapointing.
