No R400 for me

I phoned Outsurance about a month ago to request a quote for my cell phone, got a response that I do not have the right cover to get cover for my cellphone (only have life insurance). So I left it an got other insurance for my phone. Phone them to today to get a quote for my car R 329 more expensive as my current car insurance. So I asked for the R 400 which I was informed I am not allowed to get the R 400 because I have life insurance with them. So what I find interesting is they can't cover my cellphone because I do not have \\proper insurance\with them but when I request the R 400 I have \\\"\"proper insurance\\\"\" not to get the R 400.
