no follow up as promised

A week ago I complained about two things. Firstly outsurance (specifically cardo martin) not getting back to me after he committed to doing so and secondly about a written assurance that is not being honoured. After I complained Cardo called me and once again promised to get back to me the same day and a week later still has not. Unacceptable lack of service. This is the 2nd time he's just ignored my complaint. Who can actually help me???
