More unsolicited calls and SMS's even after opting out

I cancelled my Outsurance insurance policy in 2013 and opted out of receiving any communications from Outsurance in future. I am registered on the National Opt Out Database and have been since 2011.

I however received a SMS from Outsurance this morning offering insurance. I made contact with their call centre and once again explicitly opted out of receiving any communications from them. Lo and behold, 1 hour later I receive a call from their Call Centre informing me I had been referred by a friend, a Mr Abrahms. I have no friend by that name and never have.

Why is Outsurance not cross referencing my contact details vs. the National Opt Out Database before deciding to make contact? Why are they contravening the ELECTRONIC COMMUNICATIONS AND TRANSACTIONS ACT 25 OF 2002 ?
