Misinformed by Brokers

I got a call from OUTsurance today - they wanted to sell me car insurance and if they could not beat my current car insurance they would give me R400. I mentioned to the broker I have received this call before and when we found my current insurance premium is in fact lower than what they were offering they could not pay me out R400 because I am a foreign national. This time round the broker confirmed with her manager that I will be able to get the R400 at the end, so I was happy to proceed with the call. After going through all the questions (with another broker), it did in fact come out that my current insurance is cheaper than what OUTsurance is offering so I requested how I get my R400. This broker then said he needs to check again with his manager since I am a foreign national. I am very disappointed that the broker misinformed me, I would not have gone ahead with the call had I known I would not receive the payout or cheaper car insurance. Please may you align and sort this out?
