lying for advertising

Outsurance has various media promoting their insurance, even say they will pay R400 if they can beat it. This happened few months back where I asked for q quote and after the lengthy telephonic quote process, I got a figure which was higher than existing cover. I then asked for the R400 and the salesperson/telemarketer said they will but its been ages and I am still waiting.
