harassing sales staff

Hi. As my car insurance was going up, I phoned around to other companies for a quote. A friend recommended Outsurance. I phoned them up and in the quote process, I was given a long pitch, intermixed with relevant questions, on how good Outsurance was before being given a quote. I asked that he (Reagon) email me the quote to ensure its validity but he never did so. After the quote, I was asked repeatedly when I was going to sign up and how he "could make my wish [I assume for a lower premium] happen to me". Hung up. Followed by several calls from him - I told him that I wanted to check with other companies before committing but he told me that Outsurance gave the lowest quote and he was afraid that by comparing quotes, I would go with another company (logic?). He promised to call me at work again this afternoon after I supposedly called other insurance companies [I do work as well at my workplace]. Very aggressive and can be seen as intimidating. Premium may be attractive but sales people scare off potential customers.
