false advertising on the r400 they pay out

I got a car insurance quote of r1000 from outsurance and a home content insurance as I need one. When I tell they guy no outsureance is too expensive and they owe me r400 as advertised. He replies you dont have insurance and dont qualify for it and is outsurance to expensive if I dont have insurance. I do have insurance and pay r608 compaired to the ******* of r1000 from outsurance. Outsurance falsly advertise this and never intend to pay out
