False Advertising

So I was contacted by one of your consultants and she wanted to give me a qoute again for our car, as we were previously insured with Outsurance. She couldn't match our current insurer and therefore we will get paid out a R400. I was sent a link to claim my R400, much to my surprise, you want me to upload my current insurers policy. Is this the catch, to get information from people, about others insurance companies, regarding their premiums and policies, because this will put off the consumer and therefore you don't have to pay out the R400 as advertised and promised? Very disappointed Outsurance.
